The atlas tracks 17 hostility vectors, grouped by category. Themes are not rankings. They are the lenses used to read the evidence. Each theme links to the countries where it appears most, the methodology used to score it, and the bridge work paired with it.

On the limits of a theme

A theme is a category used to compare contexts, not a verdict. For example, the “jewish communities” metric in a given country captures recorded antisemitism relative to the evidence we have. A lower score can mean less recorded hostility or it can mean fewer sources reporting it. Where that ambiguity matters, the per-country profile explains which reading is more likely.
